Yea, a scan tool can likely get to the bottom of the problem and even help with the programming. Tech 2's are close to $300 on ebay and I guess other sites as well.

Have you tried holding the lock and unlock buttons on the key fob for 7 or 8 seconds. Standing close to the vehicle?
No, I have not tried to do that but I certainly will try anything at this point! Is there anything else that needs to be done? Such as all the doors locked/unlocked? But if this worked wouldn’t that mean anyone could essentially program a fob to it that way?

Yea I’ve attempted this process to no avail. Enters programming but the remotes never program.
