I have gotten a bad thermostat once, it sounds like yours may be bad out of the gate as well!

Sounds like the thermostat isn't opening. I know when the shop put my new engine in the put in a cheap thermostat and water pump and I had issues. Went back and they replaced both with ac Delco water pump and thermostat. No problems since.

I ran it without a thermostat before I bought a new one and still over heats

I checked the radiator I ran water thru it and it was flowing good my tahoe never over heated until I changed the water pump t star and upper water hose

If you ran it without the thermostat and still over heats. I would assume water pump is not working correctly.
