A SB is not the same as a Recall...
Service Bulletins are little notes that If it was still under warranty, they might replace it free with a complaint. After the warranty is over they do not have to do anything with a SB....
Recalls or "Safety Recalls", are when they will fix it in or out of warranty for free (usually) There can be a shelf life on recalls tho. I know for the third generation Firebird and Camaro there was a recall on the buttons for the seat belts, which the majority of which has not been repaired. Most dealerships do not honor the recalls that are so old, but if you push them sometimes they will... In the case I used, at the same time you can buy a kit for $2.00 and do it yourself in 20 min.
What I thought was funny was I had a 2005 Buick Rainier where the fuel sender went kaput and I had it fixed around 70,000 miles. (it was out of warranty obviously) Come 2012, I got a letter in the mail stating that they would replace it for free... A lot of good that did me...
