2003 Chevy Tahoe z71 roof vents not blowing air after headliner replaced.

The air that should go to roof/ceiling vents all blows to far back lower vents near hatchback. The guy that did headliner died, so now I am debating on having someone else remove the headliner/ board again to see if he forgot to hook up or broke something. Any ideas on what I might be looking at fix wise?

Only two thinks to look at
#1 the controller for air vents switch, it may not be working, very easy fix.
#2 on top of the head liner is a plastic snorkel that sends air to the ceiling vents, hopefully he put it back in.
