Agreed brakes could be the problem. I had tried to say the PS leak would have no effect on the shifting. Good luck and let us know what you find.

If your truck is equipped with Hydroboost brakes (my 04 Burb with AWD and Stabilitrack is) the PS system is used directly to power the brakes as well. If you are losing pressure your brakes will definitely be effected. Its also possible that the vehicle can sense the drop in pressure and is limiting power due to lack of braking capability. Find and fix that leak and then do a proper bleed on the PS system, there's lots of resources here on how to bleed the Hydroboost equipped system.
