A sawzall with a good metal blade, like a Diablo, will make fairly quick work of those bolts.
Slide the blade between the bushing and the brackets on the frame.
These carbide tipped ones?

Those would probably do it... I've never used that particular one, I usually use the fine tooth blades, but the Diablo blades cut very well.
