You'll have to re-grain the dash only if you do a repair. If you just respray with paint, and don't go heavy with the coats you'll be fine. Also make sure you buy the correct paint for your application and make sure to follow the instructions exactly, or it may peel.Many years ago I took an automotive restoration class for a week so take this with a grain of salt. Once you apply the paint to the interior panel it will remove the texture and become flat. You will need to retexture the spots you paint.
