I didn't have to remove the whole inner fender just remove bottom bolts and a couple along the edge. It's a little aggravating but way better than taking whole bumper off or removing whole liner.

Exactly. I just finished a few minutes ago. Need to remove the lower two bolts at the bottom of the inner fender. Then climb under and there are two bolts plus a plug attaching the fender at the bottom. Once they are all removed from below or side of vehicle you'll have simple access to remove from housing (1/4 twist to left) and remove OEM bulb (push release, at base toward wires with grip lines embedded on it).
