I hit my favorite employee, the shop manager. He said there were a few states, but GM in the early 2000's moved the light function from a switch/relay function, to the BCM (Body Control Module). The BCM is CAN Bus controlled, and the majority of the BCM functions are ECM controlled. There are 2 exceptions, the upfitter recepticle, and some, but not all of the trailer braking connection recepticle. He said in the GM world, the BCM and DIM (Dash Integration Module), are one in the same, and used interchangibly.
The ECM powers off most of the BCM to minimize battery drain when the vehcile is shutoff, which causes most of the latching circuits to unlatch, or shutoff. The BCM has no memory that allows it to retain the settings, this is all done in the ECM. He said it is possible to use a few diodes to have them come on, but you will likely loose the auto on/off function of the lights.
