25W HID question

I have 35w HIDs in my fogs that I've been running during the day and only on back roads at night due to the flood light nature of them. As expected, my fog housings have started to do a little melting, so I'm thinking about replacing them with 25w HIDs from HIDGuy. My quesiton is: do I need to replace bulb and ballast or just one of them? I'm not sure if just the bulb is 25w or if just the ballast is 25w or if they're both that way. If I could buy just the bulbs it would obviously be a bit cheaper.

Bulbs are $50/pair, ballasts are $50 each.

If u replace the ballast only u might get a small difference in color..if u are gonna pay $150 then u might as well get those nokya 5202 led bulbs that were posted on here..$130 shipped on amazon..saw them on a camaro today and those things are pretty bright

The kit would be $110. I saw those posted but am waiting for someone else to try them first

Your better off replacing as a matching set. Thats how i like to do things though.
