2nd row bucket won't flip up

I can't get the passenger side 2nd row bucket to flip up using the power switch or the either or the release handles. Anybody else have this problem before? It seems like the latch isn't releasing for some reason.

Are you holding the switch down long enough?

Yes, the seat back folds but the bottom doesn't release from the floor with the switch, side lever or rear release handle. I tried a pry bar earlier and it seems like the latch on the passenger side isn't unlocking but the one on the middle side does.
