The electrical activators, especially the originals were prone to failure. Jack the frt. up with the 4wd engaged and spin the wheels by hand and see if anything feels odd.

Original actuator worked by heating a gas inside so the gas expanded and pushed the fork. Don't ask me why, just some over educated engineer's dream.

The nice thing about a 99 is most parts are available and inexpensive. Almost any part you throw at it is a win because through time and age it probably needed to be replaced.
