96 tahoe 4x4 light blinking

i have a 96 tahoe and the four wheel drive isnt working. i have just replaced the t case and the t case motor is working. so i just replaced the actuator on the front axle and that didnt solve the problem. so i made sure it had enough fluid in it and toped it off. so when i hit 4wheel hi you can hear the tccm click and the t case motor move and the light just flashes and never locks the front axle. while 4 hi is flashing i hit lo and the t case will go into lo but still the front axle doesnt lock and the lo light stays flashing. not sure what my next step should be would greatly appericate any help.

You try going in reverse a little then in drive.. Sometimes you have to do that a few times.... Stop in neutral for a second each time you do

i have this same exact issue, only i haven't replaced the t-case or anything. I hear the click and I hear the actuator move

Is there enough fluid in the front diff? Also, try shifting while its idling along at 5-10 mph, that helps too.

yea ive checked all the fuses and last night i tired the reseting the system by disconnecting the battery for 5 min then turning key off and on 5 times. and ive tried everyway of putting it in gear from rolling not rolling backwards, forwards the whole nine. but where exactly is the actuator switch located on the t case? and ive taken out the actuator and watched it while putting it in high what exactly should it be doing? and the whole grounding pin 13 what will this do?

on the top of tcase accessible from left side there is screw in ball switch. that allow power to the front actuator when the tcase is shifted and the ignition switch it on.
