with all my experience with dip, i realized that it really has to be warm/decent out. i live in ny and fall/winter, its way to cold out to spray dip. so for a big project, and its not too nice out, i say u have to do it indoors. wat i do for touch-ups is i keep the can of dip in the house, then i get it all ready and run outside spray and itll dry outside but the can is warm, give it like 1 min and u can see the bubble and the chunks coming out and it just doesnt work.

The piece you are spraying and the plasti dip itself both have to be within the recommended temperature. If they aren't it causes adhesion problems and bubbles like yours does. Try to keep the piece you are spraying in the house and warm. Also it'd be better if after you spray the part to bring it back inside to let it dry. Let me know how that works for you.

yeah. for quick touch-up i just keep the can inside my house, then run outside spray it and just let it dry, like he said its better to have them both warm but since im in ny in late fall with winter coming...but i do have to say that the dip does last through the winter. when i clean off my tahoe i just do it lightly so i dont tear the dip but once the winter is done the dip just looks a little worn, so i just do a quick coat over the top to make it fresh, like the kitty poo sand haha. gl on ur dip projects :)
