The idle adjusts, is raised or lowered, based on many different reasons. Such as ambient and engine temps, electrical load, A/C compressor on or not and the list goes on.
GM idles the engine as low as possible for fuel efficiency and emissions purposes. My SV6 Pontiac was a low idler compared with the '99 and '04 and would often feel like she was stumbling but it never stalled.
Same thing with our GM V8s and is why BlackBear slightly raises the stock idle.
