Could...but I know the horn works fine. The press test is fine as well. Its just that when the relay and fuse are in place is when all the demon pigs fly.
Press test doesn't mean anything other than the 4 springs are good, I just had my airbag off the other day and the stupid horn would go off pretty much anytime I touched anything, had to pull the fuse until I was finished working on my steering wheel. There are multiple points of contact inside to trigger the horn.thats why a horn will work no matter where you press it. You asked for help, that's where you need to start.

After having my 2000 Tahoe for a few months, I started messing around a bit to figure out why my horn doesn't work. I discovered the relay and fuse were removed. I replaced them. Upon starting my truck afterwards, the horn went off. Wouldn't stop until I pulled the relay. I still have no horn. I consider that a safety issue. Any thoughts on getting my horn to work properly?
Normally one or other after the relay. IMO Steering wheel pad. Or horn it's self. Remove the connector from the horns and insert a test lamp. Look to see if it goes on and stays on. Or If it acts as it should. then the horns can be bad. They can rust out inside
