Brake light on and wires frayed??

I had someone replace my fender due to a crash and they weren't able to finish the job so when I went to finish the job myself I noticed this harness had issues and wonder if that is why I am getting lights on the dash brake lights and check engine light and abs I believe...I'm pretty sure this has some part of it but not sure what these wires go to ...any help or guidance would be appreciated...thanks!! Oh and this is under driver side fender under battery box ...

you will need to patch that up and then see what happens, no way around it.
either crimp them back together and wrap with tape or solder and shrink tubing

That looks like rodent damage. Plus a lot of those wires are already corroded. To repair it properly, you will need to cut out all the corroded sections till you can see bright clean copper again, then solder a repair section in. It will be very time consuming, but if you can solder, it should not be too terribly difficult. Just be sure to use Marine grade heat shrink tubing.

crashed it and it sat for a while, I would imagine that's from weather exposure mostly
