Brake problems

Hello, I have a 1999 Tahoe with the 5.7l. When I hit the brakes at a moderately slow speed, it gets kind of tough and it pulsates as I depress the pedal. It usually does it if I turn the wheel a little bit. Also, there is kind of a whirring noise coming from the front as it's happening. My friend mentioned it might be the abs module, so I took out the fuse for the abs and it didn't do it. I'd like to know if anyone had any insight about this before I fork up the money for a new unit.

Does sound like the ABS module. Check the front wheel bearings for any play in them to.
