Well, like @exp500 said, could be something as simple as flushing the power steering fluid. You said "no booster" but you either have vacuum boost or hydro-boost and I am assuming hydro-boost. Have you checked the brake fluid level in the master cylinder? Flush brake fluid too.
Could you explain the power steering fluid part to me? I'm confused as to why it might be that since it says service brake booster

It's my understanding that this isn't even a code. It's a DIC message.

And it's explicitly thrown by a circuit fault in the supplemental vacuum pump.

It won't be thrown by low brake fluid. Or a hydraulic pressure switch.

Because there's no code, there's nothing to read from a scanner. Cause it's not thrown from the bcm/ecm/tcm/and/any other modules.

Should see if you have the wiring in place for the pump. I'm thinking 2 things right now.

1. Rig was converted to hydraulic brakes.
2. Rig never had vacuum brakes, but the cluster was replaced or reprogrammed at some point from a vehicle that had vacuum brakes

You'll have to figure out what system you have. Hydro-boost brake boosters use the pressure of the power steering pump to power the brake booster.

Ok so the cluster is from an escalade. Not sure on year but the the guy I bought it from said he swapped that in
