Exactly! There is NO expiration date on the fix of the handles if it hasn't already been done, except 10 years or 100,000 miles. You shouldn't even need the letter. I didn't.
If they don't do this fix without question then they are idiots!
Like I said, I had no problem at all getting this done on my (new to me) 2007 Tahoe. I didn't even get any funny looks They just said that yes there was a service bulletin, they would order the new handles, I should come back tomorrow, it will take about an hour, and there will be NO charge.
