Didnt read the entire thing, but I did get one once... I had just transferred my plates from my Corsica to my Cavalier (this was a few years ago) and I parked the Corsica in the grass next to the driveway. They cited me a little while later. I was in town but the way they are probably looking at it is it could be leaking oil, antifreeze, or any fluids into the ground and contaminating the water and stuff...
Not sure where your car was parked but there may be an ordinance that states the vehicle has to be parked on a paved driveway...
in my town the ordinance says that every house must have a paved driveway... they prefer blacktop but it can be cement... the gravel driveways in town are grandfathered in, but should they want to redo it, no gravel they have to pave it
