It's quite possible you have the WRONG sensor in there ... one that has a different resistance value for cold/0 the what your gauge is expecting. I too would look at the live data, I don't like the factory gauges much ...

i had almost the same issue. all i did was put in a 180 thermostat and now it doesnt get much hotter then 220.

I would look into your fan clutch. I think it is worn out.
