just doing the JB weld like that usually does not stay for to long, I have found that cover all the cracks real good with gorrilla tape, and intall a daskskin you are good to go

Since this is not a safety issue, it may make it a little more difficult.

Guess that depends on how you look at it. The hard plastic breaks pretty easily and in a frontal crash the pieces could cause quite a bit of harm to occupants.

There probably isn't too much/enough data to try to back that up. Hence, no lawyer has been willing to challenge GM about it.

You are correct. If NHTSA gets enough complaints ( not sure how many that is ) they will start an investigation.
