Can you still roll down the windows withe the cling kit? Does it have bubbles?
I used the cling tint before but it was thick and had bubbles in it.
I haven't had any problems rolling down the windows yet. At first they seemed alittle stuck, and had alittle trouble rolling down. But I think that was because the weather stripping was so stiff against the window. But so far so good, and my windows roll down just fine, no binding anymore, doesn't seem to be putting extra strain on the motors and the tint is staying in place with no pulling up or bubbles. I don't have any bubbles in mine at all. You just need to apply the cling tint alittle better, just like you would regular tint
Use a baby soap/water combination in a spray bottle. You'll want to apply the soapy water to the window itself, and to the side of the cling tint you want to be applied to window. Use a credit card, or other plastic type stiff device to apply the tint. I usually work from one side, top to other side then down. Making sure to get all bubbles out of the tint. You'll want to make sure it dryes before rolling down the window otherwise it will stick to weather stripping and be pulled up.

Cling tint is just like the cling stickers they make for windows. It's a tint that "clings" to glass, I believe in a static type way, not fully sure the exact wording on this. It pretty much is applied like normal tint, but since it doesn't have any glues on it, it isn't permanent and can be removed with no residue or anything left behind. I had to redo the rear window, and came off with no problem and didn't pull up my other "real" tint.
As far as darkness. Besides just adding a second layer of "real" tint, this stuff is amazing, easy to apply, easy to remove, cheap and works as good as real tint. It's not as "good" as real tint in my opinion, but was a easy fix for what I needed at the time, and since it's working so good, don't see a need to get a second layer of "real" tint applied anytime soon. Now, that being said, it is really, really dark in my car now. At night I can't see out the rear window if light isn't behind me. i mean literally, if I'm backing up, I have to roll down my windows. But during the day it is great, you still can't see in my car, but I can see out just fine, just really dark.
As far as cops go, I don't know the laws in NY, but you should be able to have the rear windows as dark as you want. I mean, if you wanted to panel out all your windows, you shouldn't get in trouble because think about panel vans that have no windows in the rear. As long as cops can see into the front and front side windows you should be just fine
