Any idea what the higher pitch noise is and why the engine is cycling like that? Belt? Or?

Is it the A/C tensioner when the compressor is kicking on and off? How do you have the climate controls set at the time?

Well is in Jan in MN so I would assume AC is not on.. haha.. I will check though.

You don't have to have the AC on for the auto climate control to decide to run the compressor. You will notice in auto, the snowflake icon will come on and off on its own.

Open the hood and watch if the compressor starts spinning with the noise.

Even in winter time you will use a/c compressor, when you use the defrost for example the compressor will cycle on and off.
sounds to me like the a/c compressor is taking a dump, it sounds bad when not engaged and then is creating friction on the belt when engaged., a quick check to verify would be to take off the a/c belt start it up and I bet it sounds totally different. just take a 3/8" ratchet crawl underneath reach up to the a/c belt tensioner stick the ratchet in the center of the tensioner and pull this will release the belt and you can just leave it hanging there for the test. wont hurt anything to do this.
