Front Bench Armrest won't fold down

1997 2 Door with the 40/60 bench up front. Armrest won't fold down, is there a latch or something??? Before it would be stuck and then fold down a few minutes later....

Front bench are rare option for us here and I don't have access to drawings right now so a good answer may be awhile.
