Front shock nut tightness

I'm installing some new front shocks. How tight do I make the nut on the top bolt? I can suck it down and really crush the bushing, obviously I wouldn't do this. But how far down do I go?

I tightened mine down to where the bushing was compressed to be the same size as the washer.

I know the original ones weren't like that. I have also watched a few YouTube videos which also don't do that. However nothing is specific. I feel that completely flatting that rubber bushing is wrong.
