Must be a ground but from what the voltmeter doesn't read until I put the negative on that wire when I put the pos on the battery

Just to confirm, it only blows the fuse when you try to crank?

Chk This out. The starter wires go through that metal shield. Sounds like it could be shorted there or your starter armature is bad. Worth checking out.
