Could be that or a leaking regulator or injector.
Assuming that none of the fuel lines have a leak, diagnosis would be by installing a shutoff valve at the fuel filter. Pressurize system and close the valve. If pressure holds then the leak is at the pump.
If it drops, you’d move the shutoff valve to the return line and repeat. If it drops, it’s an injector leaking. If it holds, it’s the regulator leaking (since the return is blocked).
