Hi, I recently bought a 2000 Tahoe. With winter coming, I tested out the headliner vents. They only blow cold air. Yikes! The main heater control is set to hot and the cabin blows hot. Are the headliners only able to blow cold??

No, they should be able to blow whatever temp you like, INDEPENDENT of the cabin temp selection.
They do respond a bit more slowly than the cabin selections, but if the headliner can't blow hot after 15sec, it's a problem.
Unfortunately I only know how to take this to a mechanic after checking fuses and relays ...

If you have rear heat they should be controlled by the rear HVAC control. I'm not very familiar with you model year but are there controls in the overhead console for the rear heat?
