Because i want bright lows and then flash them 12000k highs. But I'm not sure exact watt of lows. Either 8000k or 10000k. And either 3000k or 5000k for fogs. This is a noob question but what lights are the driving lights that always stay on? Are they fogs, lows, or a completely different light? B/c I didn't see a HID kit for driving lights..

The number you are using is not the wattage, but the color. 6000k are the whitest and also the brightest. The higher the number, the more blue the light, and also not as bright. The lower the number, the more yellow the light. I have projector lights and they take some of the blue out of the light.
If you are talking about the Daytime Running Lights (DRL) they take a 4114 bulb. A 3157 bulb (same as turn signal) will fit but won't last very long.

Ok, so what would be a good color scheme for low and fogs if highs are 12000k? And DRL seems pointless to me so how would I disable them? (or is this a bad idea?) Also, if I bought a HID conversion kit, would I need anything else as far as power supply is concerned? And I don't understand how projectors & reflectors work and affect appearance?

what you are asking comes down to personel preference. 12k 8k 6k those are numbers used to describe the omitted light color you want to give off. The bluer the color the less you will see. I am running 6k but it has a light tint of blue. IMO I would stick to 5k or 6k if you want to see where your going more clearly. Most lights are 35w and 55w. I have 35w and it is plenty bright. 55w for me would be overkill unless your off road somewhere. You will not need any other power supply for the lights. You have the option to buy a harness which connects directly to your car battery and your lights.

i second cobra's opinion. i have 3 sets of 6k 35 watts each. highs lows and fogs. 55 watts will be an overkill to yourself and drivers infront of you. remember, you can get a ticket if you blind people.

^^^What they said.

If you want the brightest light possible, get 4300k or 4500k HID's. They lose brightness and increase in glare as you go up from there.

35w are typically just fine for normal driving. I run 55w in my fogs for extra light on lonely roads, but I don't drive around with them on all the time. HID's in the high-beams are generally not recommended because they take a couple to several seconds to warm up to full brightness. When you're going highway speeds, not being able to see can kill you.

There is, of course, a way around that, and that is to run a 4- or 6-high mod, which turns both lows and highs on or low/high/fog all at the same time.

There are a ton of threads on all of this.

Also recommend you get projector headlights. The focus the light beam so it goes both where you need it and where other drivers don't so you don't blind people.
