This. It could very well be a vent tube of some sort.

yes my friend at chevy told me its the Vent hose from the tranny. said i should tie it up around the transfer case. . thanks guys

It should be higher then that.
Mine goes up the fire wall and then turns down.
If you ever submerge that tube water will fill your trans.
