How to get headlight adjusters working??

I am assuming that there is a ball or something inside this Square black plastic thing in the picture, I soaked everything with liquid wrench, but the black plastic thing is turning, and I am pretty sure it's not supposed to.
Am I going to have to take the adjusters off or something To get it to work right?
I have an extra headlight assembly here, I figured I would try that one first .but my right headlight is way off.

ive never had to adjust mine .... what are they doing ?

Something is stuck and not turning right. The extra one I have is not working right, so I figure the one on the truck wont either.
My right light is pointing down to the left

I took the adjuster mechanism loose from the other part, and there is a ball going into that other black rectangle or square plastic thing, it will swivel but it still won't turn in there, I can't get the black rectangle plastic thing out because you have to squeeze four sides and I can't get to the bottom.
I guess I'll just take the grill off and see if the one on the truck will work, if it won't I guess I will just use a BFH !!! on it.
Then again maybe it's not supposed to turn in there, I will play with it some more

There are torx screws in two holes on the top to adjust them.

Well I guess I made a big deal over nothing, the headlight assembly from the new front clip is broken, is why it is so whacked out, so next step junkyard ****** up.
Doesn't surprise me because one of the blinker housings was broken Also
