How to Stop Rust On Front Fenders?

No Rust when I bought her last year. Now front Fenders are starting just on the lip. Can I fix the rust and fill the inner ledge with silicon or is there a real solution?

Clean it back to clean bare metal coat it in a rust inhibiting primer spray on a sealer coat then use undercoating or bedliner to coat the area.
