I have no idea what this is

So i'm going to give some info I just picked up a 99 yukon denali it had headlights when I got it but about 2 weeks after they stopped working and I believe that the headlights were just the drl not the headlights work now that I have done some research about this car. Also I don't have high beams at all never had them and I have seen this switch looking thing on the floor bored and it clicks when you step on it but nothing happens. So my question and does this make sense to people is that the person before me had the multi column switch go out and bypassed it with this switch on the floor board like a old fashion dimmer switch. I'm going to have to do a lot of back tracking and feel a little over my head on this so any info would help a lot

that looks like exactly what has happened. or maybe an alternative for front axle actuator as well.
