Mine is cracked in that area. I flex-sealed it.I bought a 1997 silverado that leaked in that same manner. I found a missing screw under the plastic cowl panel. I think maybe a careless windshield install in the past was the originator of the problem. Easy fix once the source was found.
Take apart blower motor clean out debris there is a drain probably clogged small leaf bits dirt and whatever comes down from the cowl there’s a video on YouTube if I find it I’ll post it
