Is a trailer brake control standard on the HD trailer pkg. 06 Z71 Tahoe?

I'm looking at a 06 Z71 Tahoe. It has a trailer brake control under the dash. The build sheet shows the VR4 Trailer Hitch (Weight Distributing Platform), the Z82 Trailering package, and the JL4 Active brake Control listed as installed options.

I don't know enough about what these options include. Or was it added at some point later, which may indicate a lot of heavy towing.
