I tried it again when I got home to night and can not get it to go into program mode….

And just to make sure, you’re turning the key to ON, just before the cranking position, then turning it all the way to OFF, where you can take the key out. Not too far backwards to the accessory position.

I did the process 3 times as described.
Given that it doesn’t have the RPO code for keyless entry, AU0, and no fobs were supplied upon purchase directly off a Chevrolet dealership lot, I am pretty much certain that this rig was/is not equipped with keyless entry.
I will be pulling the gage cluster out at some point and will look to see if the module is there or not.
