Here are photos showing the location of a DIY access panel/ hatch for a fuel pump in a 2007 -2014 Yukon XL. The location of the hatch is basically the same location as in the pre-2007 generation. Used a Dremel with a metal cutting wheel. It was super easy and took 15 minutes. Yes the cutting wheel created sparks, but there was zero issue with the sparks igniting gasoline -The sparks flew up, not down. Cutting an access panel was MUCH easier and MUCH faster than dropping the fuel tank to access and replace the fuel pump. GM never added an access panel for the main reason, cost. Even if they managed a good way to engineer an access panel, the 2nd concern is liability due to customer negligence by not securing it or securing it incorrectly. Protecting the occupants (kids) from CO poisonings, roll over protection, fuel ingress and the possibility GM might have a flawed design down the road play a part.

GM went with knowing it’s a PITA to change the fuel pump at the cost of eliminating the above issues.
