Yeah, you've got to take into account the winch is worth $1K on its own, the tires too, the lift, etc. Rigs like that here in Seattle are going for around $10K. But that's here in the heart of enviro-****-land, so lifted rigs are also very hard to come by. I don't know, dude. I think $8K is pretty fair, if it isn't throwing any codes, or anything. You should plan on having to do the alternator and fuel pump soon, and you should absolutely pull the cover off the rear diff, and verify that the gov-lock has been replaced. With tall gears like that, there's no way a gov-lock will hold up.
Push on the drivelines where they enter the transfer case, look for play/leaks. If the transmission went before 100K miles, it's seen some abuse. You might be in for a transfer case, too. Make sure all the steering linkage is tight too.
This will give you some leverage on the price.
