Would a smaller lift kit help wit the gas milage?

I would not think it could not make a small difference if any.

A small lift is not going to make much difference as you are not really introducing any more drag than it has now. These OBS rigs have the aerodynamics of a brick as it is. Adding larger tires will make more of a difference as you will be adding more weight and possibly more rolling resistance (again depending on tire size and profile)
