my 2007 tahoe wont crank, dash ok

One morning on starting, it seemed the battery was struggling. That afternoon, just wouldn't start.

Kneejerk changed to new battery, no help.

I get no "click" on turning the key. THe dash lights up and the radio works, but the gauges don't engage/ read properly (they stay on zero, gas on empty).

I checked some of the fuses on the dash and under the hood. ALL ok (at least the 10 amp ones, some I couldn't reach with my tester)
