I'd talk him down a little bit since I hear Tahoes are cheap in Texas. But not a bad deal to me. Here's my list on what to check for:
Oil Cooler Lines
Check to see if it has the new style injectors
Intake leaks
MAF sensor
ABS system
Pitman Arm
Oil Quality

That's what would be more specific to that model and mileage. Somebody else may know more.

This!^^^ Just use some use some con talk. Say I'll give you two grand cash right now, no questions asked. Also, well this is screwed up so it's gonna cost me whatever to fix it. Show up to look at it if he refuses your offer just walk away, done that a few times. They always stop you before you get back in your car and give you a better deal. Or say there is a better one in whatever town that has less mileage, cheaper price and less problems. Finally, just tell him, you know what this is a good amount of cash, think about all the stuff you can do with it. Hope that helps a lil bit.

Welcome to the forum partner.
Looks pretty descent from the pics. Ad mentioned ball joints and intake gasket being replaced but ask about the transmission. At 203K miles, it probably has been rebuilt/replaced but make sure.
If you can get it under $2500, it'll be a good deal.
Good hunting!

Peace.
