I used rustolium semi gloss.

First wire brush the big crap off, then clean with dish soap and a stiff bristle brush. and let that dry really well. Then brush paint it on nice and thick. make sure you let it dry also before driving and messing up all the work

What about painting the frame with bed liner? To help prevent rusting? I see in my wheel wells the previous owner already sprayed some form of bed liner it appears.
