What are you chasing here? Post cat 02's only job in life are to tell the PCM that the cats arent doing their job. Your pre cats O2's tell the PCM what your O2 levels are and the fuel injection is adjusted accordingly in the PCM to get the right A/F mixture.

Quick and dirty check on a cat is hit it with a IR thermal gun. If the outlet is substantially colder than inlet then you have a blockage in the Cat.

According to those two pics, there's something wrong with your driver's catalytic converter.

To oversimplify, the B1 S2 (and B2 S2) O2 Sensor should nearly always read UNDER 450mV.
rockola1971 is right about how the catalytic converter should work.

How old are the O2 sensors?

For a quick check swap the post-cat O2 sensors to see if the issue follows.

Okay will do. Both sensors are brand new. Less than a month old
