The slack needs to be taken up by the actuator. GM labor rate is .9 hours to fix this for you guys. Wes had them do his a couple years ago.
I did have them do mine I don't think it had 2" of slack though, I think it just needed the pad caliper adjusted out and I had already tried twice and wasn't in the mood to keep taking everything apart over and over

I think there is something amiss with this. If all the correct parts are used and adjusted properly there shouldn't be soo much slack in the cables. I would be hesitant to just start cutting and clamping the cables to make it work when it should work without doing that.

I would go back and recheck the assembly of the parking brake actuators and levers in the back and work my way forward. something isn't right.

Yeah I'm thinking of just replacing all the cables. They're cheap enough, and I can see enough wear that it wouldn't be a bad idea to do so anyway. It's just weird. When the pedal is disengaged, the cable literally sags down. When engaged it is pulled tight.
Maybe the cables are seized up, but it seems that means they'd be seized in the engaged position.
When I get a free minute I'll pull the rear brakes as well to look at everything. I want to have this working before I'm launching my boat in the spring.

I didn't realize it wasn't working until I was pulling the boat out, trying to drop it in gear at the ramp from Park, it slams/bangs into D when all that weight is on the trans alone.
