Alternative option, fix rust then have the top line-xed. Comes in colors, gives some heat and sound insulation.

That would hurt the resale value more than just leaving the paint peeling. The vinyl wrap smcnair mentioned would be a good alternative.

Highly doubt it. It's just white, not like it's some exotic color that would be hard to match.
99% of people will never see it.
