I bought a '99 LT 4wd Tahoe a few months ago and it came from the factory with every conceivable option I can think of.

When i was tinkering around, I noticed Billstein shocks and two battery trays...both from the factory (per the original owner).

My understanding is that Billsteins only came with the Z & Police Package and the dual trays only came with the Police Package.

With all the options this rig has, I know it's not a true police package...but any idea how he was able to get those options from the factory? Or was it actually pretty easy and I just haven't seen too many of them floating around...

From what I've seen , a utility box is mounted there or an aux battery tray . There are mounting points provided for either one already there . I pulled the box from mine and snagged an AUX batt tray from a Tahoe at a pick and pay yard . The tray went right in - direct swap .
Bilstien shocks are what I installed on my LT , they were new pulls off a Z-71 but from the factory it had some really soft-ride shocks . Night and day difference in handling right there .

You have Rear A/C & Heat? Lucky...I only have Rear A/C. But yeah, 2 battery trays here and being that your truck is now 11 years old, one of the previous owners could've replace the shocks with Billsteins.

Nah, it was possible to get rear A/C & Heat in the Hoes. I kinda wish I had it, even though I'm in Florida, it's been getting to around the 20's and rear heat would've been nice.
