No idea about the spring, but you need to wash your hands

It's the spring that goes in the hood latch handle. There should be a little flat round plastic clip that kept it in place. If you pull the handle to release the hood latch too hard it breaks and the spring flies out landing on the floor. I bet if you take a light and look on the side of the latch you'll see where it was and what broke.
