Ok, what am I missing? I have a switch to turn them off that either doesn't work or I am missing something. I found a bunch of info on the sequence to unlock them to initially turn them on. Is there something similar to disable them, or do I have a faulty component somewhere?

There should be a button between the 12v power supply (cigarette lighter) on the dash.

I got that much, the button doesn't seem to make a difference though. There is no special sequence to follow is there? It should be as simple as turn on and off right?

Yes, but it depends on if the boards are up or down.

Make sure they are up and hit the button and they should stay up.

Ditto, my 13 when in the off position is just that...off and up.

It is the whole switch panel between the two power outlets.
